Instead of simply asking some anti-war protesters to stop blocking the street, tanks get deployed. (From looking at the movie, it looks more like an armored personnel carrier to me..)

Update: Supposedly the troops driving the APC were lost and “stopped to ask the protestors for directions“. Right.
